Comments: This procurement procedure is not governed by Federal Laws of 04.04.2013 No. 44-ФЗ, dated July 18, 2011 No. 223-ФЗ, is not an offer and does not imply a transaction through an auction or tender, provided for in Articles 447–449 of Part One The Civil Code of the Russian Federation, as well as is not a public competition and is not governed by Articles 1057-1061 of the second part of the Civil Code of the Russian Federation.
