On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Comments: The submitted proposal as part of the preliminary stage must contain completed Appendices 2-5 and 7 from the package of documents attached to the procedure, certified by the signature of the supervisor with an imprint of the seal, the program / plan of the training program, documents according to Appendix 6 and it is not allowed to indicate any information related to the commercial part (total cost, unit rates, payment terms, etc. etc.).
At the main stage it is necessary to place a commercial offer. The commercial offer must contain the commercial conditions for the provision of services (cost and transcript of the cost of services, payment terms, etc.).
The offer must strictly correspond to the data specified on the electronic platform. If there is a discrepancy between the data in the attached Technical and Commercial Proposal and in the completed electronic form on the site, the electronic form takes precedence.
In case of non-compliance with the above requirements, the Technical and Commercial Proposal will be rejected.
In case of providing false information, a potential service provider may be suspended from participating in the Call for Bidding, and if the unreliability of the information provided is revealed after the conclusion of the Contract, such an Agreement may be terminated.
The Company has the right to choose an Offer that does not have the lowest price, as well as to accept or reject any Offer in whole or in part, as well as to reject all Offers with or without explanation, as well as to cancel the Call for Bidding at any stage, including after selecting the Winner.
