Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Comments:
A mandatory requirement for admission to participate in the procurement procedure is the provision of:

1. The applicant's application forms and documents, according to the attached list, simultaneously with the submission of the commercial offer.

2. Commercial proposals in electronic form must be confirmed by the participants of the procedure on the company's letterhead in the form of the sample "Calculation of the cost of work", signed by an authorized person and stamped by the organization participating in this procedure.
The prices and conditions of work in the commercial proposals must correspond to the proposals submitted to the ETP.
The participants of the procedure reflect the cost of mobilization measures in commercial proposals as a separate item of expenditure.
The commercial offer must indicate agreement with the wording of the Customer's contract.
Acceptance of documents is carried out within 24 hours from the moment of completion of the auction.
In case of non-fulfillment or improper fulfillment of these requirements by the participant of the procedure, the organizer of the procedure reserves the right not to consider the proposal of this participant.

3. The work producer must be an enterprise with at least 3 years of experience in the production of this type of work, with the availability of technical and human resources, providing geodetic support and preparation of executive documentation.(the participant provides supporting documents simultaneously with the commercial offer).

4. The proposed cost of work must be unchanged for the entire period of work (written confirmation).

5. Note! This request for proposals is not a notice of a tender (public tender) or a public offer and is not regulated by Articles 447 – 449 Part 1 of the Civil Code of the Russian Federation, Articles 1057 – 1061 Part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all Proposals received for any reason or terminate the selection procedure at any time, without incurring any responsibility to the Participants.
