Comments:

2. Proposals will not be accepted without loaded documentation:
— commercial offer;
— completed offer card;
— scan copies of documentation according to the attached list;
— reference-sheet about the experience of similar works, reviews, recommendations.

3. Criteria for choosing the best offer: availability of necessary documents for conducting activities, quality, terms of work, cost, payment terms, work experience.

4. This procedure for requesting a proposal is not a contest and its conduct is not governed by articles 447-449 p.1 of the Civil Code of the Russian Federation.

5. This procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation.
Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
