Ranking of bids

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Mandatory conditions for the CONTRACTUAL counterparty:
1. Terms of payment - 100% post-payment, deferred payment of 60 calendar days
2. Confirm the performance of transportation in accordance with Appendix 1 to the Bid-specification Volumes
3. Confirm the performance of transportation in accordance with Appendix 2 to the Bid specification Delivery schedule
4. All possible additional costs for cargo transportation are included in the cost of the transportation tariff along the route.
5. Provide a technical and commercial proposal with an indication of the list of available transport to close the need for Requirements Specification
6. Provide licensed alcohol tankers equipped with volume accounting and transportation control systems in accordance with the requirements of the RAR (Rosalcooregulation)
7. Confirm the validity period of the Commercial Proposal (30 calendar days)
8. Specify the deadline for the start of the provision of services (calendar days) from the date of signing the contract
9. Consent to the signing of the standard form of the Customer's contract, DS. Forms are attached

The Call for Bidding Bidder can repeatedly improve their price offers until the bid submission deadline.

Affiliated (related) persons cannot participate in the procurement procedure at the same time.

Otherwise, it is considered as a restriction of competition and is the basis for withdrawing all affiliated Bidders from participation in the procurement procedure.
