Comments:
Provide a mandatory package of constituent documents, which is reflected in the "Invitation to Participation" file, submit a commercial proposal on a letterhead, as required. A supplier who does not provide data as requested will be excluded from the debriefing procedure.
This RFP procedure is not a tender, and its implementation is not subject to Articles 447-449, Part 1, of the Civil Code of the Russian Federation. This bidding procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer.
Bidding procedures initiated by OAO "Zhirovoy kombinat" are not subject to the provisions of Federal Law №223-FZ "On procurement of goods, works and services by certain types of legal entities" as of July 18, 2011, as well as by the provisions of Federal Law N 44-FZ "On the Contract System of the Federal and Municipal Procurement of Goods, Works and Services" as of April 5, 2013.
