Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

The tender is conducted in the form of a single request for proposals.

The tender is held in two stages:
Stage I: collection of technical proposals;
Stage II: the collection of commercial proposals, in which the change in the prices of the participants of the purchase before the selection of the winner is not allowed.

Participation in the tender is free of charge. EDS is not required.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.

В случае первого необоснованного отказа – включение в стоп-лист сроком на 6 месяцев, в случае повторного отказа – на постоянной основе.
