Payment terms:Payment is made by transferring funds to the Supplier's current account within 60 calendar days from the date of delivery of the goods to the Buyer's warehouse. Consider other payment options.
Delivery terms:The delivery of material assets will take place monthly until the 15th. The lot indicates the estimated need for the 1st half of 2024, shipment in batches monthly according to the Buyer's bids. The specification fixes the cost per unit of production, but not the volume. The delivery period is up to 15 calendar days from the date of signing the monthly Specification, which specifies the required quantity and nomenclature.
The number of deliveries is 1-2 monthly. Address of the place of delivery of the goods: Perm, Promyshlennaya str., 84 (territory of LUKOIL-PNOS). All shipping, packaging and other costs must be included in the cost of the products. In Perm, pickup by the Buyer is possible. The supplier must provide all certificates and passports for the products. The products must be new, no earlier than 2023. release.
Equivalents are being considered, the materials must meet the characteristics not lower than those indicated and all the requirements of the terms of reference (Appendix No. 1) with the provision of all the documentation specified in it.

Comments:
Competitive bidding processes for the right to conclude a contract for the supply of materials according to Procured items are conducted to determine a Supplier with a minimum fixed price. The winner is determined based on the cost, delivery conditions and evaluation criteria. The selection of materials will take place from JANUARY TO JUNE 2024 INCLUSIVE. The list of materials reflected in the lot is for informational purposes and serves to fix prices per unit of production, but is not required for a complete sample of materials for this procurement procedure. In case of equivalent offers, the supplier provides samples of goods, a full description and supporting documents (according to APPENDIX No. 1) within 5 working days from the date of bid submission. With the Supplier who submitted the best offer for the ENTIRE LOT, subject to all delivery conditions, a specification will be signed fixing the cost per unit of production, but not the volume.

1. Please ask all questions about the procedure with the help of the functionality of the E-Marketplace (requests for clarification).
2. To their proposals in electronic form, the Bidders of this procedure MUST, before the bids opening, attach the applicant's Application Form and documents according to the list simultaneously with the submission of the proposal and a file in the form of a scanned copy of their COMMERCIAL PROPOSAL signed by an authorized person and certified by the seal of the Bidder organization of this procedure.
3. In case of non-fulfillment or improper fulfillment by the Bidder of the procedure of the requirements for providing the necessary documentation, the organizer of the procedure reserves the right not to consider the proposal of this Bidder.
The validity period of the suppliers' offer is at least 30 days.
4. The supplier of the products must be the manufacturer, or the official dealer of the manufacturer, or the distributor (the Bidder provides supporting documents at the same time as the commercial offer).
5. The cost, conditions and terms of delivery of products must be unchanged for the entire period of delivery (specify in the commercial offer).

Note: This request for proposals is not a Bid Notice of a tender (public tender) or a public offer and is not regulated by Articles 447-449 Part 1 of the Civil Code of the Russian Federation, Articles 1057-1061 Part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all received Offers for any reason or to terminate the selection procedure at any time, without incurring any liability to the Bidders.
