The priority is to choose the supplier at the minimum price, time of delivery and maximum deferral of payment, with the conclusion of a contract on the Buyer's typical form.
The contract is accepted only in the Buyer's editorial office without a protocol of disagreement.
A commercial offer must be loaded, as well as a reference list confirming the vendor's competencies.
For ease of quotification, you must attach the KP electronically, as well as its signature and print scan. After the end of the bidding, 60 minutes will be provided to update the documentation.
The commercial offering is mandatory. If there is a current contract between our organizations, it is not necessary to attach statutory documents. For suppliers with which the contract is not contracted, the use of statutory documents is desirable.
Electronically loading to the lot is recommended and it is mandatory to send, together with the product, quality certificates, manufacturer's passports to the products offered.
Please note that this request is not a type of content/auction/public offer and does not fall under the regulation of articles 447 to 449 of Part 1 of the Civil Code Federations. When asking for price/offers, the invitation to participate along with the documentation upon request is an invitation to vendors to make offers to the Procurement Procedure Organizer; the application to participate in the request is the offer of a potential bidder to request price/offers. However, the Organizer has no obligation to conclude a contract based on its results.

The procedure for requesting proposals in the B2B-CENTER system is defined by the B2B-CENTER System Regulation and posted on the official website.
Section 8 of the Regulations provides that the request for proposals is not tenable and is not subject to the requirements of articles 447-449 of the Civil Code of the Russian Federation.
The Promoter of the Request for Proposals has the right to both choose the winner of the procedure and complete it by rejecting all offers.
