The priority is the choice of the supplier at the minimum price, delivery time and maximum deferred payment with the conclusion of an agreement according to the standard form of the Buyer.
The agreement is accepted only as amended by the Buyer without protocols of disagreements.
It is necessary to upload a commercial proposal, as well as a reference list confirming the competence of the supplier.
For the convenience of filling out the quotation, you must attach the commercial proposal in electronic form, as well as its scan with a signature and seal. After the end of the auction, 60 minutes will be given to update the documentation.
Uploading a commercial offer is required. If there is a valid agreement between our organizations, the attachment of statutory documents is not required. For suppliers with whom an agreement has not been concluded, it is desirable to adjust the statutory documents.
It is recommended to upload in electronic form to the lot, and it is obligatory to send quality certificates, passports of manufacturers for the proposed products along with the goods.
We draw your attention to the fact that this request is not a type of tender / auction / public offer and does not fall under the regulation of Articles 447-449 of Part One of the Civil Code of the Russian Federation. When conducting a request for prices / offers, an invitation to participate, together with documentation upon request, is an invitation to suppliers to make offers to the Organizer of the procurement procedure; an application for participation in a request is an offer of a potential Participant of the request for prices / offers. At the same time, the Organizer is not obliged to conclude a contract based on its results.

The procedure for the request for proposals in the B2B-CENTER system is determined by the Regulations of the B2B-CENTER system and posted on the official website.
Section 8 of the Regulations stipulates that the request for proposals is not an auction and is not subject to the requirements of Articles 447-449 of the Civil Code of the Russian Federation.
The organizer of the request for proposals has the right to either choose the winner of the procedure or complete it by rejecting all incoming proposals.
The RFP organizer determines the winner of the RFQ based on a set of criteria. The lowest proposed price, when conducting a request for proposals, does not mean a clear victory in the procedure.
Additionally, we inform you about a number of reasons for rejection of applications:
- Presence of information about the Participant in the register of unscrupulous suppliers.
- Failure to provide a commercial proposal in the application.
