Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Payment terms:Payment for the Goods is made by the Buyer in Russian rubles, according to the invoices issued by the Supplier, at the official US exchange rate. USD, established by the Central Bank of the Russian Federation as of the date of the invoices, within 60 (sixty) calendar days from the date of receipt of the Goods and the signing by the Buyer of the unified form of the consignment note (according to TORG-12 form, approved by the Resolution of the State Statistics Committee of Russia dated 25.12.98 N 132), subject to receipt from the Supplier of an invoice issued on the basis of the signed Agreement by transferring money funds to the Supplier's current account.
Delivery terms:The delivery of goods is made upon purchase requests for the inventory in accordance with the actual need according to the delivery schedule, but not more than 30 (thirty) working days from the date of filing the application.

PROCEDURE PARTICIPANTS FOR INFORMATION!
1. Applications for participation in the procurement procedure are accepted on the B2B-Center electronic platform until 06.12.2021 15-00. The application must be accompanied by a scan of the completed information about the applicant and experience in performing similar deliveries.
2. The rebidding date will be specified additionally.
3. The cost of proposals is indicated in rubles for the full volume of delivery, excluding VAT.
Note: This request for proposals is not a notice of a tender (public tender) or a public offer and is not regulated by Articles 447 — 449 Part 1 of the Civil Code of the Russian Federation, Articles 1057 — 1061 Part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose on the Organizer an appropriate amount of civil legal obligations and reserves the right to refuse all proposals received for any reason or terminate the selection procedure at any time without incurring any liability to the Participants.
