Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Auto-extension
If within the last 15 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 15 minutes from the time the last bid is submitted.

Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all received Offers for any reason or to terminate the selection procedure at any time, without incurring any liability to the Bidders!
