The estimated demand of the Goods for purchase in 2021 is:
Sodium hypochlorite grade "A" GOST 11086-76 - 550 tons.
Inhibited hydrochloric acid NAPOR-HCL - 480 tons.
Shipment is carried out on the basis of a written application from JSC RUSAL Achinsk. The preliminary delivery schedule is given in Appendix No. 1 to this notice in the section "Procurement Documentation".
The amount of demand can change both upward (within + 10%) and downward at the discretion of JSC RUSAL Achinsk due to production needs. The specified demand quantity is optional for a sample of 100%. The application of penalties for not sampling the need in full is not applicable to JSC RUSAL Achinsk.
When placing your commercial proposal in the form of a letter on the official letterhead of the company, please be sure to follow the TCH SUBMISSION FORM (Appendix # 2 to this notice in the "Procurement Documentation" section).
The commercial offer must contain the following information:
1. Name and main characteristics of the goods offered for delivery (with the obligatory attachment of a copy of the passport for the shipped products, technical specifications, etc.);
2. Regulatory document to which the offered Product corresponds;
3. Delivery time.
4. Calculation form, terms of payment;
5. Possibility of settlements with RUSAL's own bills of exchange, subject to the transfer of the bill on the day of payment obligations. Terms of payment.
6. Offer period.
7. The commercial part, namely the price in rubles excluding VAT (indicating the VAT rate) in the context of each of the items. The price should include the cost of packaging, packaging, labeling, loading costs, transportation costs. All payments related to the transportation of the Goods to the warehouse of JSC RUSAL Achinsk are provided by the Supplier.
Delivery of sodium hypochlorite grade "A" is possible in two ways:
a) by railway tanks to the station Achinsk-2 of the Krasnoyarsk railway, station code 883809. At the same time, the price of the goods should include, among other things, the costs of returning an empty tank to the home station.
b) Tank trucks equipped with a transfer pump and drain hoses. In this case, the price of the goods must include delivery costs to: Krasnoyarsk Territory, Achinsk, Yuzhnaya Promzona, quarter XII, building I.
Delivery of hydrochloric acid inhibited by NAPOR-HCL is carried out by road transport in an exchange container - eurocubes. The calculation of the number of motor transport trips per month should be based on the need for deliveries in a volume as close as possible to 60 tons.
If your company offers for delivery the Goods manufactured according to the TU, the provision of the TU is mandatory to determine the suitability of the Goods for use in JSC RUSAL Achinsk.
Comments: If your company is a dealer / official trading house / authorized representative of the manufacturer, a dealer certificate, a letter from the parent company or other document confirming the authority of your company is attached to the offer.
The commercial offer must be accompanied by a Questionnaire for the affiliation of the Selection Participant (Appendix No. 3 to this notice in the section "Procurement Documentation").
Preferred payment terms - payment with a deferred payment of 60 days upon delivery or payment with the company's own bills of exchange (a sample bill is in Appendix No. 4 to this notice in the "Procurement Documentation" section):
- upon presentation, but not earlier than 60 days later - rate 4.25% per annum
- upon presentation, but not earlier than 90 days - rate 4.75% per annum
For a bill with a par value exceeding 5 million rubles. and the due date is no earlier than 90 days - the rate is 5.25% per annum.
The discount for early accounting is 7.25% per annum, for all promissory notes.
The rate is valid as of June 19, 2020 and is subject to change due to market conditions.
In case of disagreement, the Participant must indicate the proposed payment terms.
The provision of a passport / certificate of quality, a certificate of conformity for the Goods is a prerequisite.
Please, note! You have the right to provide other information and documents confirming your positive business reputation, experience and stable financial position.
Each Supplier, subject to compliance with the stated requirements, has the opportunity to take part in the selection during the entire selection period.
We draw your attention to the fact that the commercial offer provided by you as part of this Selection of Suppliers must be issued in the form of an offer in accordance with Articles 435 and 436 of the Civil Code of the Russian Federation (hereinafter referred to as the Civil Code of the Russian Federation) with a deadline for acceptance within 25 days from the date receiving it. This offer cannot be withdrawn by you within the specified period established for its acceptance. There is no fee for the provision of an irrevocable offer.
This Invitation is not a public offer in accordance with the Civil Code of the Russian Federation.
This Selection is not a tender (including in the form of a tender, auction or other form) or a public tender governed by Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation, and does not impose obligations on RUSAL Achinsk JSC provided for by the above Articles of the Civil Code RF, as well as obligations to conclude a contract for the supply of the Goods with the person who sent the most advantageous offer.
The selection may be canceled at any time prior to the summing up.
In the event of a change in the conditions of the Selection or its cancellation, the costs incurred by any person in connection with participation in the Selection, including those related to participation in the negotiations, will not be reimbursed.
Based on the selection results, your Commercial offer can be accepted both for the entire volume of the Goods, and for its part.
The final results of your participation in this Selection will be sent to you via email.
The selection of the most favorable proposal for JSC RUSAL Achinsk is carried out taking into account the assessment (but not limited to) the following criteria:
- the quality of the supplied products must comply with the technical parameters, GOST (TU), declared for selection;
- the presence of a minimum price in the application;
- payment is preferable within 60 calendar days from the date of delivery of the Goods to the Buyer's warehouse;
- the product must be accompanied by a quality certificate (passport);
- it is preferable to conclude a contract according to the standard form of JSC RUSAL Achinsk (the contract form can be provided to the selection participant upon request);
- positive experience of cooperation with companies included in UC RUSAL, as well as the interests of our organization.
In order to determine the most advantageous offer and ensure equal competitive conditions for all Selection participants, JSC RUSAL Achinsk has the right to carry out measures aimed at reducing the price specified in the offer, including (but not limited to) send a message to the Selection participants about the minimum the price of the Goods proposed by the supplier (without specifying the Selection participant who offered this price) and invite all Selection participants to correct and improve the conditions of previously made commercial offers, including by reducing the price of the Goods. A change in a commercial offer must be formalized in the form of a new commercial offer (offer) on the above conditions.
JSC RUSAL Achinsk has the right to refuse to participate in the Selection in the following cases:
- the commercial offer was received after the expiration of the specified period;
- the terms of the commercial offer do not comply with the terms of this notice;
- the commercial offer contains false information;
- the person who sent the commercial proposal is in the process of liquidation or reorganization, or insolvency (bankruptcy) proceedings have been initiated against him;
- the Selection participant has negative experience of working with UC RUSAL enterprises;
- in any other case, on the basis of internal procedures, with the right not to explain the reasons for the refusal.
JSC RUSAL Achinsk has the right not to motivate its decision to determine the winner of the selection.
If your commercial proposal is recognized as the most profitable, JSC RUSAL Achinsk has the right to conclude an agreement with your organization, including by way of acceptance, a sent commercial proposal (offer) within the time period established for its acceptance.
The information provided by you to participate in the Selection is not communicated to persons not related to the Selection, as well as to other participants in the Selection, with the exception of the message about the minimum price.
If your organization is recognized as the winner according to the results of this Selection, in order to conclude a Supply Agreement, you must go through the accreditation procedure. The list of documents required for accreditation of the Supplier is presented in Appendix No. 5 to this notice in the section "Procurement Documentation".
If your organization refuses to submit documents (in whole or in part) to undergo the Accreditation procedure before concluding a supply agreement, please send us a written notification.
