The request for proposals is not a competitive bidding process (tender, auction) in accordance with Articles 447-449 of the Civil Code of the Russian Federation.
The Customer has the right to refuse the received offers for any reason and not to conclude a contract or terminate the procedure for requesting commercial offers at any time, without incurring any liability. The commercial offer must be submitted in accordance with the questionnaire, must be signed and sealed (as well as attached in Excel format). The attached forms must be completed and the required documentation must be provided at the time of participation in the COMPETITIVE bidding process. Rounding of the price without VAT for 1 unit of goods must be carried out to hundredths of the value.
