Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Comments:
1. Please, submit any questions concerning the bidding procedure via e-marketplace functionality ("Request for Clarifications").
2. To their proposals in electronic form to the participants of this procedure MUST attach all the necessary documents to the applicants until the envelopes are opened at the same time as the proposal signed by the authorized person and certified by the seal organization participating in the procedure. In case a participant fails to comply with this requirement bidding organizer has the right not to consider such participant's proposal.
Proposals validity period - 30 days at least.
3. The supplier of the products must be the manufacturer, either the official dealer of the manufacturer, or the distributor (confirming documents the participant provides at the same time as the commercial offer).
The pricing mechanism should be unchanged for the entire delivery period.

Note: Note, this RFP is not a notice of tender (public tender) or a public offer and is not subject to Articles 447 - 449, Part I, and Articles 1057 - 1061, Part II, of the Civil Code of the Russian Federation. Thus, this procedure does not impose the corresponding amount of civil obligations on the Customer, and the Customer reserves the right to refuse all the received proposals for any reason, or to terminate the selection procedure at any time, without incurring any liability towards the participants.
Payment of the delivered Goods is made within 60-90 calendar days from the delivery date of the Goods based on the original invoice and the Supplier's invoice.
The required delivery time is: 3 calendar days (you need to specify the real delivery time in the offer, as well as typical warehouse positions, which are constantly in stock. Particularly important in import production)
Delivery basis: Cargo ship.
Delivery of goods is carried out by one party, during the term of the contract.
The need specified in the lot is indicative, the Buyer does not have the obligation to purchase the Goods in full.
Analogs are not accepted (Only if the ordered products are withdrawn from production)
It is forbidden to change the name, brand, model, unit of measurement, etc. specified in the Lot, any changes indicate in the additional graph created.
Proposals from offer-offerers who meet the following conditions are accepted for consideration:

1. All positions are filled, at least one sublot. All other things being equal, priority is given to the Offerent, which participates in the largest number of slings.
2. Delivery basis: Buyer's warehouse. (Recipient addresses are listed above)
3. The delivery price remains unchanged for the duration of the contract until 31.12.2019 (if otherwise - to indicate additionally);
4. The amount specified in the Lot is predictable and subject to change within the option, both for individual items and for the total number.
5. Delivery is carried out in batches in accordance with the buyer's requests.
6. The delivery period to the recipient is from 3 to 45 calendar days from the date of the official application by the Customer, in line with the terms specified in the contract.
7. Payment of the delivered Goods is made within 60-90 calendar days from the delivery date of the Goods based on the original invoice and the Supplier's invoice.
8. In the submitted offer there is a signed agreement signed by the offerer without disagreement.
The protocol of disagreement can be considered by the Customer, but the priority is made by proposals without deviation from the established form.
9. Transportation costs shall be included into the products price.
10. The supplier carries out the required customs procedures in accordance with the current legislation. Customs payments are made by the Supplier at its own expense.
11. When delivering, the Supplier provides the following documents:
Permission to use the Goods in the territory of the Russian Federation, a declaration on the compliance of the TS;
The technical documentation required to use the Product (passport, operating instruction if applicable)
A document confirming warranty obligations on the Product;
Documents confirming the passage of all customs procedures; (if necessary)
12. All additional comments and suggestions of the Offerent has the right to present in a free form as part of the commercial offer (p.7 - Other essential conditions)

All documentation is provided in Russian language. In the case of the supply of imported equipment, the Supplier translates the documentation into Russian at its own expense.
