Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Auto-extension

Comments:
1. This request for a commercial offer has been sent in accordance with the Call for Bidding Regulations of the Organizer as part of the commercial offer request procedure, which (like the ongoing Call for Bidding) is not an offer, auction or tender and its conduct is not regulated by Articles 447-449 of the Civil Code of the Russian Federation, and also is not a public tender and is not regulated by Articles 1057-1065 of the Civil Code of the Russian Federation.
2. The commercial offer must fully comply with the requirements/criteria set out in the Terms of Reference.
3. Without providing all the documents specified in the Request (or if they are unacceptable), the organization will not be allowed to Call for Bidding.
4. When forming a Commercial Proposal for Lots 2 and 3, it is allowed to offer alternative equipment corresponding in technical characteristics to the equipment specified in the Terms of Reference (for certain specified items). Revision of the list of equipment specified in the Terms of Reference is possible subject to agreement with the Customer before the end of the acceptance of Proposals.
