Ranking of bids

If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

This request for proposals procedure is also not a public tender and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. Thus, this procedure for requesting prices does not impose an appropriate amount of civil obligations on the Customer.
