Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

Payment terms:
Payment for the delivered goods is made by transferring funds to the Supplier's settlement account no later than 5 (five) calendar days from the date of receipt of the Goods by the Buyer. The date of payment is the date when funds are credited to the Supplier's current account.
Delivery terms:
The Supplier undertakes to deliver the goods to the Buyer on its own and at its own expense no later than 5 (five) calendar days from the date of conclusion of this agreement, and the Buyer undertakes to accept the specified goods and pay in a timely manner.
Comments: 1. If the supplier takes part in the procedure, it means that he agrees, in case he is declared the winner, to conclude a delivery contract in the standard form of Kim F.I. Sibtehgas JSC without a protocol of disagreement and to deliver on the terms specified in the announcement of the procedure.
2. Provide a completed SPECIFICATION, according to the attached form (Draft Contract, Appendix No. 1).
3. Attach a commercial offer (the validity period of the offer is for the period of the procedure for at least three months), a certificate, dealer credentials, a reference list for previously completed deliveries of similar products.
4. The delivery of the Goods includes: the cost of loading and unloading at the Buyer's warehouse, the cost of packaging, packaging, all necessary customs duties, mandatory payments and fees applicable in the territory of the Russian Federation.
5. Special requirements for the quality of the goods - the goods must be new, not restored.
6. Certificate of conformity, quality certificate, technical documentation, warranty card for the goods - required. A guarantee obligation in accordance with the terms of the draft contract.
7. All questions, requests for clarification, must necessarily be placed in the "Explanations" section of the ETP.
8. This procedure is not a notice of a tender (auction) or a public offer and is not regulated by Articles 447 – 449 Part 1 of the Civil Code of the Russian Federation, Articles 1057 – 1061 Part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all Proposals received for any reason or terminate the selection procedure at any time, without incurring any responsibility to the Participants.
