Положения о закупках товаров, работ, услуг ОАО «Якутская топливно-энергетическая компания»: «в случае если на запрос предложений не поступило ни одной заявки на участие в запросе предложений, поступила только одна заявка на участие в запросе предложений или на основании результатов рассмотрения заявок на участие в запросе предложений выявлено несоответствие заявок всех участников закупки требованиям документации о закупке, то запрос предложений признается конкурсной комиссией несостоявшимся».
