Ranking of bids

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:The participant of the request for proposals undertakes to maintain the fixation of the proposed prices for 1 (one) calendar year, during the validity period of the Contract.
Packaging, labeling, transportation, security, delivery, loading, unloading, is carried out by and at the expense of the Supplier.
All costs of transportation of equipment for warranty repair/replacement are carried out at the expense of the Supplier.
The price of the Goods is set in rubles of the Russian Federation, including VAT-20%.
Payment for the Goods is made within 45 days after the signing of the Act of acceptance and transfer of the goods.
Delivery terms:Delivery schedule: the goods are delivered in batches throughout the year - based on the Customer's requests.
Place of delivery of goods: Customer's facilities on the territory of the Russian Federation:
The delivery time of the equipment is 14 calendar days (including delivery to the facility), excluding the day of application submission.
All deliveries are organized strictly according to the schedule, which will be updated twice a week, the delivery time remains the same.
The equipment assembly period is on the day of delivery, delivery is already possible in assembled form in agreement with the customer.
The supplier must have the experience and capabilities to arrange delivery throughout the territory of the Russian Federation.

In connection with the frequent cases of unjustified refusal of the submitted commercial offer / from the conclusion of a contract or a change in the offer price, a decision was made to change the rules for including Participants in procurement procedures in the stop list of Vinlab. In case of the first unjustified refusal – inclusion in the stop list for a period of 6 months, in case of repeated refusal - on a permanent basis.

Commercial offers of participants sent not in the form of a Winlab are not accepted for consideration.
