The request for proposals is not a bid (contest, auction) in accordance with articles 447 — 449 of the Civil Code of the Russian Federation or a public contest in accordance with articles 1057 - 1061 the Civil Code of the Russian Federation or other regulated procurement procedures (procurement methods) provided for by the legislation of the Russian Federation.$
The Organizer has the right to refuse to carry out the request for proposals, as well as to complete the procedure of request for proposals without concluding a contract based on its results at any time, while the Organizer does not reimburse the costs incurred by the State party in preparing and participating in the request for proposals.$ Bidding organizer has the right to amend the Announcement and Documentation, as well to extend the period (date and/or time) for submission of Proposals.
