Dear sirs!
This competitive procedure for the preliminary selection of a Supplier is directed in accordance with the Tender Regulations of the Tender Organizer as part of the request for commercial proposals procedure, which (like the Contractor's pre-selection procedure itself) is not an offer, auction or tender and its conduct is not regulated by Articles 447-449 Part 1 and 1057-1061 Part 2 of the Civil Code of the Russian Federation.
Thus, the specified procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all received Offers for any reason or to terminate the selection procedure at any time without explaining the reasons, without incurring any responsibility to the Participants.
To participate in the tender, you must send it through the ETP www.b2b-center.ru the following set of documents:
1. An official letter from a potential supplier (Applicant) about the absence of circumstances preventing participation in the tender (COMPLETED APPENDIX No. 3). Consideration of applications without this application is not provided.
2. Documents listed in Annex No. 3 to this invitation (only those that have been updated after accreditation)
The validity period of your offer must be at least 180 (one hundred and eighty) days from the date of receipt of your offer. If an agreement is concluded with your company during the validity period of the offer, the validity period of your offer remains unchanged until the obligations under such an agreement are fulfilled.
1. The tender organizer reserves the right to choose several winners, dividing them at its discretion and without explaining the reasons among several potential suppliers participating in the competitive procedure.
2. The Organizer has the right to reject the Organization/documentation that does not meet the requirements and forms specified in the notification without explaining the reasons and to recognize this documentation, and, accordingly, the Applicant, does not meet the requirements of this competitive procedure.
3. A visit to the object to get acquainted with the scope of work is MANDATORY. It is necessary to visit the factory and meet with the Customer's representatives, the contacts are specified in the Technical Task.
4. Conducting a competitive procedure includes bidding directly with filling in all additional fields of offers. The selection of APPLICANTS is carried out according to the provided documentation. The offer must be uploaded before the end date of the auction.
5. Prices should be indicated without VAT and include all the Contractor's expenses for performing the work, and the Supplier's remuneration.
6. Payment will be made in rubles after the expiration of 60 (fifty) calendar days on the first payment day of the Customer (working Monday and Wednesday) after the work is completed and the Acceptance and Transfer Certificates are signed. If it is impossible to confirm the requested payment terms, we ask you to offer your own. Please take into account that any advance must be secured by a Bank Guarantee (not welcome). The standard penalties are 2.5% per week.
7. The winner (s) of the auction is approved by the Chairman of the tender committee, based on the results of all cumulative factors (price, deferred payment, availability /absence of an advance, guarantee, standard conditions of Rusagro, terms of work, no obstacles to the execution of the contract, quality and completeness of the documentation provided).
8. All trades for Rusagro counterparties on the B2B ETP are free of charge. An EDS is not required at the moment.
