Comments: The procedure is two-stage:
stage 1 - preliminary qualification selection, stage 2 – request for proposals.
Those Bidders who have passed the preliminary qualification selection under this procedure will be invited to participate in the 2nd stage of the procurement procedure.
The formation of the price for the supplied goods within the framework of this procurement procedure is carried out according to the formula, which reflects the algorithm for calculating the price of petroleum products, containing constant and variable parameters.
This preliminary qualification selection is not a Bid Notice about the Competitive Bidding Process and is not a public offer, the Organizer does not bear any obligations to the suppliers who participated in the request, including obligations to conclude any contracts with the persons who sent their proposals.
This preliminary qualification selection is not a competitive bidding process or a public tender within the meaning of Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer.
The organizer has the right to refuse to conduct the procedure at any stage, without incurring any material liability to the Bidders.
The Organizer reserves the right to extend and/or change the date of consideration of Bidders' proposals and summing up the results of the preliminary qualification selection.
This procedure is carried out in electronic form on the B2B-Center Platform E-Marketplace group (www.b2b-center.ru ). Bidders' proposals are submitted in the form of an electronic document, unless otherwise provided by the attached documentation.
