Request for proposals is not a bargaining (contest, auction) or public competition in accordance with articles 447 449 of the first part of the Civil Code of the Russian Federation and articles 1057 1061 of Part two of the Civil Code of the Russian Federation, and Does not impose on the organizer and the customer the obligations established by the mentioned articles of the Civil Code of the Russian Federation.
The organizer has the right to refuse to request proposals at any time before the take stock of its results, and the customer has the right to refuse the obligation to conclude a contract on the results of request.
The participant, who submitted the application with the best conditions, shall attach to it the maximum number of documents according to 4.5.2 Р. 6 of the documentation on the OZP for the early conclusion of the contract. Forms that require third-party design can be presented as they are ready.
