Comments: 1. This request for a commercial offer is sent in accordance with the Tender Rules of the Tender Organizer as part of the implementation of the request for commercial proposals procedure, which (as well as the ongoing tender) it is not an offer, auction or tender and its conduct is not regulated by Articles 447-449 of the Civil Code of the Russian Federation, and it is not a public tender and is not regulated by Articles 1057-1065 of the Civil Code of the Russian Federation.
2. The commercial offer must fully comply with the requirements/criteria set out in the Terms of Reference for the delivery.
3. Without providing all the documents specified in the Request (or if they are unacceptable), the organization will not be allowed to participate in the tender.
4. When forming the KP, it is allowed to offer alternative equipment that corresponds to the technical characteristics of the equipment specified in paragraph 3 of the terms of reference. Revision of the list of equipment listed in paragraph 3 of the Technical Specification is possible subject to agreement with the Customer before the end of the tender procedure (opening of envelopes).
