The request for proposals is not an auction (contest, auction) or public competition in accordance with articles 447 449 of part one of the Civil Code of the Russian Federation and articles 1057 1061 of part the second Civil Code of the Russian Federation, and does not impose on the Organizer and the Customer the obligations established by the above-mentioned articles of the Civil Code of the Russian Federation.
The Organizer has the right to refuse to conduct a request for proposals at any time before summing up its results, and the Customer has the right to refuse the obligation to conclude a contract based on the results of the request for proposals.
The participant who submitted an application with the best conditions must attach to it the maximum number of documents according to paragraphs 4.5.2 and r.6 of the documentation for the PSA for the speedy conclusion of the contract. Forms that require third-party registration can be submitted as you are ready.
