Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Payment terms:The Buyer Payment of goods within sixty (60) days of receipt of goods and signing Buyer the unified form of lading (Form TORG-12, approved by the Russian Statistics Committee on 25.12.98 N 132) provided receipt from the supplier invoice , exhibited on the basis of the signed Agreement, by transferring money to the account of the Supplier.
Delivery terms:Dates and terms of delivery: Delivery of goods is carried out in a period not exceeding thirty (30) calendar days from the filing date.

PARTICIPANTS OF PROCEDURES FOR INFORMATION!
1. Applications for participation in the procurement procedure takes place on electronic B2B-Center site to 06/12/2019 15:00. The application must be completed to make the scan data on the applicant and experience in similar deliveries.
2. Admission to tender, access to technical and commercial part of the procurement documentation, as well as the draft agreement will be made after verification of participants to 13.12.2019 15:00.
3. The deadline for submitting proposals and procurement of technical opening of the procurement proposals of applicants - 30.12.2019 14-15
4. Rebidding date will be specified later.
5. The cost of the proposals stated in Rubles to the full scope of delivery according to the lots excluding VAT.
6. Commercial offers without the required applications to the applicant in accordance with instructions (p. 14) can not be allowed to re-auction.

Note: Note, this RFP is not a notice of tender (public tender) or a public offer and is not subject to Articles 447 - 449, Part I, and Articles 1057 - 1061, Part II, of the Civil Code of the Russian Federation.
