Auto-extension

Call for Bidding stretch film according to the needs of 2024 trading networks "Magnit", "Dixie" and own production of "TD Holding".
Specify the price per kg, taking into account delivery to the RC (the breakdown is attached as a separate file for information).
The demand is indicated in kilograms with the possibility of changing within 30% to a greater or lesser side.
Bidders have the opportunity to submit several proposals (the second and subsequent proposals are submitted on the site as an "alternative proposal", while the "alternative proposals" must also meet the requirements of the Requirements Specification and bidding documentation). For each submitted proposal, the Bidder must upload technical documentation on the site:
- Technical and commercial proposal corresponding to the Terms of Reference (a template for filling is attached in the bidding documentation)
- Technical specifications of manufacturing plants (TU)
- Certificate of conformity with attached test certificates
- If the Bidder is not a manufacturer, it is necessary to provide a letter confirming his/her authority to participate in the competition on behalf of the stretch film manufacturer.
For products manufactured not in the Russian Federation, the Bidder is obliged to provide a technical description of the supplied products, with a translation into Russian and the provision of valid certificates for products issued to the manufacturer by the certifying authority of the country of origin. The certificate must be translated into Russian.
For each proposal, the Bidder must provide "test samples" in the amount of 3 rolls of stretch film at the Tula RC (Address: 301138; Tula region, Leninsky district, Inshinsky settlement, 12 let Oktyabrya mkr, 9)
Samples are tested according to the methodology of competitive testing of stretch film (described in the Technical Specification for delivery films).
The winner(s) is determined among the suppliers who received a positive conclusion on the samples at the testing stage. The decision is made at the lowest cost of desalination of one pallet (the price per 1 kg multiplied by the average film consumption reflected in the Test Report), taking into account the production capacities of the Bidders.
The term of cooperation is until 12/31/2024.
The price of the film is subject to recalculation if the cost of raw materials fluctuates beyond the range of ± 5% from the date of the competitive bidding process. The first revision of the cost of the film is possible no earlier than three months after signing the delivery contract. Further, each new price change should be recorded for the period of 1 quarter.
The analytical report MRCplast is used to estimate the cost of raw materials of Linear Low-density Polyethylene (LDPE).
The formula for calculating the cost of the film:
Price per roll of film, rub. without VAT = (Price from the competition*0.7* percentage change in the cost of raw materials) + Price from the competition
The price is set per roll without VAT with two values after the comma.
If the Bidder does not agree to the application of the formula, he has the right to submit an offer taking into account the price fixing for 1 year – until 12/31/2024.
Participation is free.
E-Signature is not required.
The Call for Bidding Bidder can repeatedly improve their price offers until the bid submission deadline.
Affiliated (related) persons cannot participate in the procurement procedure at the same time.
Otherwise, it is considered as a restriction of competition and is the basis for withdrawing all affiliated Bidders from participation in the procedure.
