The Organizer has established a minimum decrement for a Bidder's changing the total lot price from their previously submitted proposal.

Thus, this procedure for requesting price does not impose on the customer adequate civil legal obligations. This procedure is not associated with placing an order for State and municipal needs, so it is not governed by the provisions of federal law No. 44-FZ from 05.04.2013 g. "The contract system in the area of procurement of goods, works and services for public and municipal needs. This procedure is not governed by the provisions of Federal Act No. 223-FZ of July 18, 2011 "On procurement of goods, works and services certain types of legal entities".
