Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing the total lot price from their previously submitted proposal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Delivery terms:By the supplier's vehicle, the second-third decade of October 2021, not 31.10 inclusive

Comments:
1) I ask you to indicate the cost of rubles with VAT per 1 ton of nefras P1 63-75, highest grade, TU 38.1011228-90 / N-Hexane, taking into account the delivery by road to JSC "UMEZ" in accordance with the approved TK

2) The winner of this request for proposals is determined by the following parameters:
- the cost of delivery of 1 ton of nefras P1 63-75, top grade, TU 38.1011228-90 / N-Hexane, taking into account the delivery by road to the territory of JSC UMEZ in accordance with the approved TZ.
- submitted consent to the NO and signed by the DS with special working conditions
- delivery time of nefras according to the statement of work
- the result of checking accounting and registration documents by the tender committee of OJSC "UMEZ"
- terms of payment (postpayment within 30 days from the date of delivery of nefras)
- experience in the supply of this raw material to enterprises in the Russian Federation

3) For organizations that do not have an agreement with OJSC UMEZ, the following requirements are mandatory:
- submission of a set of documents in accordance with the approved list of clause 3
- filling out the counterparty questionnaire
- willingness to give consent and sign the interaction agreement when on the DOS.
- submission of certification documents confirming the quality of the nefras / hexane to be supplied

4) The cost of delivery for 1 ton of nefras based on the results of a competitive event is final and cannot be changed during the execution of the contract.

5) After the first participant has submitted an offer, which must be less than the indicated cost by a step size of 1%, the second participant shall submit an offer with a lower price (by the step size). In case of submission of the same prices, priority will be given to the participant who submitted the offer first

6) The participant of the procedure can repeatedly send his updated proposals.

Request for proposals is not an auction and is not subject to the requirements of Articles 447–449 of the Civil Code of the Russian Federation. The organizer of the request for proposals is not obliged to choose the winner according to the procedure and has the right to complete it by rejecting all received applications. This procedure is also not a public tender and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose on the customer the corresponding volume of civil legal obligations.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
