Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Payment terms:
Payment for the Goods is made by the Buyer by transferring funds to the Supplier's personal account within 5 (five) business days from the date of delivery of the Goods and signing the consignment note, the Act of acceptance and transfer of the Goods in quantity and quality, as well as the transfer of the invoice to the Buyer. The Buyer's payment obligations are considered fulfilled from the moment the funds are debited from the Buyer's personal account.
An advance payment of 50% of the total value of the Goods specified in the specification may be paid to the Supplier. The Buyer transfers the advance payment to the Supplier's personal account within 5 (five) business days from the date the Supplier provides security for the execution of the Contract in the amount of the advance payment based on the invoice issued by the Supplier for payment (treasury support is applied).
The supplier is obliged to:
1) open a personal account with the Federal Treasury Department for the Tver Region in order to carry out and reflect transactions with earmarked funds for settlements under the Agreement, in accordance with the procedure approved by the Federal Treasury;
2) keep separate records of the results of financial and economic activities in accordance with the Procedure for keeping records of income, expenses incurred by Bidders of treasury support in order to achieve the results established when providing earmarked funds, approved by the Order of the Ministry of Finance of the Russian Federation dated 12/10/2021 № 210n;
3) provide to the Department of the Federal Treasury for the Tver Region information on operations with earmarked funds, formed and approved in the manner and in the form provided for by the procedure for the territorial bodies of the Federal Treasury to authorize operations with funds of Bidders of treasury support, approved by Order of the Ministry of Finance of the Russian Federation dated 12/17/2021 No. 214n, in order to authorize expenses.
The price includes all costs, transportation costs, costs and other expenses of the Supplier, including related costs related to the execution of the Contract.

Обоснование: Закупка признана несостоявшейся с заключением договора с единственным участником закупки в соответствии с п. 7.5.5 Положения о закупке товаров, работ, услуг АО «РГК»: «Если при проведении любой конкурентной закупки была представлена только одна заявка, однако проведение новых процедур закупок нецелесообразно (например, исчерпаны лимиты времени на проведение закупки, проведение новой конкурентной закупки не приведет к изменению круга участников и появлению другого победителя в связи с отсутствием конкуренции на рынке), а предоставленная заявка приемлема и соответствует требованиям Извещения о проведении закупки и документации о закупке, ЦЗО Общества вправе принять решение о заключении договора с участником, подавшим такую заявку".
