Dear gentlemen,
This competitive procedure on the prior selection of the Supplier shall be sent in accordance with the Tender Rules of the Tender Organizer within the framework of the commercial request procedure offers, which (like the Contractor's pre-selection procedure itself) is not an offer, auction or competition and its conduct is not regulated by Art. 447-449 Part 1 and 1057-1061 Part 2 of the Civil Code RF.
Thus, this procedure does not impose on the Organizer an appropriate amount of civil obligations and reserves the right to refuse all received Proposals for any cause or terminate the selection procedure at any time without explanation, without any liability to the Participants.
To participate in the tender it is necessary to send the following package of documents via ETP www.b2b-center.ru:
1. Official letter of the potential supplier (Applicant) about the absence of circumstances preventing participation in the tender (FILLED APPENDIX №3). There is no consideration of applications without this annex.
2. Documents listed in Appendix No. 3 to this invitation (only those updated after accreditation)
Your offer must expire at least 180 (one hundred and eighty) days from the date of receipt of your offer. If a contract is concluded with your company within the term of the offer, your offer will remain unchanged until the fulfillment of the obligations under such a contract.
1. The tender organizer reserves the right to select several winners by dividing at its own discretion and without explanation between several potential suppliers participating in the competitive procedures.
2. Organization/documentation that does not comply with the requirements and forms specified in the notification, the Organizer has the right to reject without explanation and recognize this documentation, and, accordingly, the Applicant does not relevant to the requirements of this competitive procedure.
3. Visiting the facility for familiarization with the scope of work is REQUIRED. It is necessary to visit the plant and meet with representatives of the Customer, the contacts are indicated in the Technical Assignment.
4. Competitive procedure involves directly bidding with filling in all additional bid fields. The selection of APPLICANTS on the provided documentation is carried out. The offer must be loaded before the end date of the bidding.
5. Prices shall be specified without VAT and include all Contractor's expenses for the performance of the work and the vendor's remuneration.
6. Payment will be made in rubles after the expiry of 60 (fifty) calendar days on the first payment day of the Customer (working Monday and Wednesday) after the work and signing of the Acts of acceptance and transfer. If you cannot confirm the requested payment terms, please offer your own. Please note that any advance must be provided by the Bank Guarantee (not welcome). Standard penalties are 2.5% per week.
7. The winner (s) of the bidding shall be approved by the Chairman of the Tender Committee, based on the results of all aggregate factors (price, deferral of payment, availability/absence of advance, guarantee, standard terms of Rusagro, the timing of work, no obstacles to the execution of the contract, the quality and completeness of the provided documentation).
8. All trades for Rusagro's counterparties on ETP B2B are free. EDS is not required at the moment.
