Requirements to the participants:Участвовать в конкурсе может либо любое юридическое или физическое лицо. Одна-ко чтобы претендовать на победу в конкурсе и получение права заключить с Заказчиком Дого-вор, Участник конкурса должен отвечать следующим требованиям:
a) Участник конкурса должен обладать необходимыми профессиональными знаниями и опытом, иметь ресурсные возможности (финансовыми, материально-техническими, производст-венными, трудовыми), управленческой компетентностью, опытом и репутацией;
b) Участник конкурса должен обладать гражданской правоспособностью в полном объе-ме для заключения и исполнения Договора (должен быть зарегистрирован в установленном по-рядке, и иметь соответствующие действующие лицензии на выполнение видов деятельности в рамках Договора);
c) Участник конкурса не должен являться неплатежеспособным или банкротом, нахо-дится в процессе ликвидации, на имущество Участника конкурса в части, существенной для ис-полнения договора, не должен быть наложен арест, экономическая деятельность Участника кон-курса не должна быть приостановлена.
d) Участник конкурса должен обладать всеми необходимыми для выполнения договора видами ресурсов, компетентностью, опытом аналогичных поставок, подтвержденным письмами заказчиков, квалификацией, лицензиями;
e) Участник конкурса не должен состоять в Списке недобросовестных контрагентов ОАО «Волжская ТГК» и РАО «ЕЭС России». Закупочная комиссия вправе отклонить участника, информация о котором содержится в Списке недобросовестных контрагентов

Bid securities (except for bank guarantees):Обязательства Участников конкурса, связанные с подачей Конкурсных заявок, обеспечиваются неустойкой в размере 2 (двух) % от предлагаемой Участником цены Договора с учетом налогов
