this procedure of request for proposals is not a contest and it is not regulated by articles 447-449 of the first part of the Civil Code of the Russian Federation. This procedure is also not a public contest and is not regulated by articles 1057-1065 of the second part of the Russian Civil Code. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer.
