Comments:
the participant request for proposals may be any legal entity or natural person, including individual entrepreneurs. To claim victory in this request for proposals, the participant shall:
• have the legal capacity to enter into and perform the contract (i.e., conform to the requirements established in accordance with the legislation of the Russian Federation to persons engaged in delivery of goods, works, provision of services which are the subject of trades) (individual-have full competence for the conclusion and execution of contract for the supply of spare parts, including number of units;
• not be in the process of liquidation; should not have entered into legal force of the decision of the Court of arbitration on the recognition of the Party requesting proposals bankrupt and on the opening of bankruptcy proceedings; on the property of the participant request for proposals in part essential to performance of the contract should not be seized; economic activity of the participant request for proposals should not be suspended (for legal persons, individual entrepreneurs);
• the participant must not have unpaid taxes, fees and other mandatory payments to the budgets of any level or State non-budgetary funds for the previous reporting period;
• not be included in the register of unscrupulous vendors, which is in accordance with the Federal law of 18/07/2011 No. 223-FZ "on procurement of goods, works and services certain types of legal entities or in the register of unscrupulous suppliers who is conducted in accordance with the Federal law of April 5, 2013 N 44-ФЗ "about the contract system in the area of procurement of goods, works and services for public and municipal needs";
• must have experience in supplying similar products for at least three years and have at least one completed supply contract of similar products
• a participant must not have a negative experience with PJSC Mrsk of Volga "and it subsidiaries, entered into force confirmed judicial decisions.
More detailed requirements as well as requirements for the order confirmation of compliance with these requirements; a detailed description of the purchased products, the draft Treaty, as well as a description of procedures for requesting proposals contained in the RFP documentation.
To participate in the request for proposals should timely apply, prepared in accordance with the requirements of the composition of applications and their order of registration set forth in the RFP documentation.
The application must be filed in the following order: posted on the electronic trading platform www.b2b-mrsk.ru in accordance with the rules and regulations of its functioning till 12-00 (Moscow time) 08.11.2017 in the electronic document format, which includes the full set of documents requested in the RFP documentation.
Enrollment is not permitted for individual positions or part amount for any of the positions of the total work.
Validity claims Participants should be not less than 60 days from the end of the filing parties.
In accordance with ch. 1 and ch. 2 art. 2 of the Federal law of the Russian Federation from 18.07.2011 # 223-FZ "on procurement of goods, works and services certain kinds of legal persons, the purchase of outdoor request for proposals is carried out according to Standard procurement PJSC Rosseti, in accordance with part 4 of art. 447 of the Civil Code of the RUSSIAN FEDERATION open request for proposals is not an auction and not regulated by art. 447-449 CIVIL CODE. This procedure is also not public competition and is not governed by the articles of part two 1057-1061 of the Civil Code of the Russian Federation. The organizer has the right to reject all proposals received (s) for any reason whatsoever or discontinue an open request for proposals at any time without incurring any liability to participants.
It is anticipated that the request for proposals debriefing will occur within a period not exceeding 30 days (45 days in the case of peretorzhki) from the date of the end of the filing parties. The organizer of the request for proposals may, if necessary, modify this term without any consequences for themselves.
Purchasing Commission provides an opportunity for participants to voluntarily and openly raise their preference for applications by reducing the original (as specified in the request) prices (peretorzhka).
Information on the results of the request for proposals will be published in a single information system, www.zakupki.gov.ru, an electronic www.b2b-mrsk.ru in accordance with the rules and regulations of their functioning and on the site of the company www.mrsk-volgi.ru in the section " Purchases».
Procurement Commission determines the winner of the request for proposals, as a party to the request for proposals, the application which won first place in the ranking of applications according to the degree of preference for the customer.
According to the results of the request for proposals, the contract between the customer and Winner of the request for proposals will be made no earlier than 10 days but not later than 20 days from the date of the debriefing of the request for proposals.
