All Bidders of the price request must upload the following documents within 1 (one) business day after the end of the Competitive Bidding Process:

If the Bidder does not have the technical ability to submit an offer through the functionality of an electronic trading platform, the Organizer of the procedure has the right to accept an offer from such a Bidder to an e-mail address me_b2b@mechel.com , having independently uploaded this offer to the site through the functionality of the System, subject to the following conditions:
The Bidder must be registered in the System;
The Offer must be received by e-mail no later than 4 business hours before the deadline for accepting Offers specified in the Notification, with mandatory notification of the responsible person by phone.
The documents must include an official letter of appeal to the Call for Bidding Organizer with a request to place an electronic version of their offer and a waiver of any claims related to the fact that the Offer in the System will not be placed by the Bidder himself.
This procedure for requesting prices is not a tender, and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This procedure for requesting prices is also not a public tender and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation.
