This request for proposals procedure is not a tender and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not regulated by Articles 1057-1065 of Part two of the Civil Code of the Russian Federation. Thus, this procedure for requesting proposals does not impose an appropriate amount of civil obligations on the customer.
