Payment terms:The Bidder submits an offer for a postponement of 30 calendar days, and also indicates his payment option with which the customer can receive the minimum cost.(Postponement will be an advantage). The organizer is considering alternative bids. Bidders have the opportunity to submit 2 bids for a post-payment. The delivery contract is concluded between the supplier and the subcontractor at the SMR (subcontractors working at Glavstroy-SPb facilities). This request for proposals procedure is not an offer, an invitation to make offers, acceptance of an offer, or an invitation to participate in a competitive bidding process, and its conduct is not regulated by Articles 447-449 of the Civil Code of the Russian Federation. This request for proposals procedure is also not a public tender and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation.
Thus, this request for proposals procedure does not impose any civil obligations on the Customer with respect to the Call for Bidding Bidders or third parties to whom such an action may cause losses. The Customer is not obliged to conclude any transactions based on the results of the request for proposals procedure, has the right to refuse all received offers (bids) for any reason or terminate the request for proposals procedure at any time without notifying the Call for Bidding Bidders and does not bear any responsibility to the Bidders or third parties to whom such actions may cause losses. The Customer also does not bear any obligation to reimburse Call for Bid Bidders or other third parties for any costs or any losses related to participation in the request for proposals procedure. The Call for Bid Bidder, by taking part in the request for proposals procedure, confirms that he/she has read and agrees to these terms and conditions.

The organizer has the right to hold the 2nd stage (rebidding) in case of an unsatisfactory result at the first stage. No more than 30% of applicants with the best prices from the total number of Bidders will be allowed to rebidding. The winner of the procedure will be recognized as the proposal of the applicant who proposed the best conditions in accordance with the requirements and criteria of the procedure.
Criteria for evaluation and selection of the proposal:
1.Compliance of the Call for Bidding item with the requirements of Glavstroy-SPb in terms of quality;
2.Compliance of production with the requirements of GOST 21924-84;
3.The cost of the offer;
4.Payment terms;
5.Company reputation;
If the documents uploaded to the site are signed by an E-Signature, then it is NOT required to additionally certify them with the signature of the manager and the seal of the organization.
Bidders can submit an alternative bid for the supply of similar plates with composite reinforcement.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
