Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Comments: As part of the preliminary stage, a technical proposal is provided, which should contain the program / thematic plan of the training program, the list and scope of work, experience and availability of human resources. In the technical proposal, it is not allowed to indicate any information related to the commercial part (total cost, unit prices, payment terms, etc.).
The commercial offer is provided as part of the main stage.
Technical and commercial proposals must be certified by the signature of the head with an imprint of the seal. The offer must strictly comply with the data indicated on the electronic site. If there is a discrepancy between the data in the attached offer and the completed electronic form on the site, the electronic form takes precedence. In case of non-compliance with the above requirements, the TP will be rejected.
In case of providing false information, a potential service provider may be removed from participation in the Purchase, and if the inaccuracy of the information provided is revealed after the conclusion of the Agreement, such Agreement may be terminated.
The Company has the right to choose an Offer that does not have the lowest price, as well as accept or reject any Offer in whole or in part, as well as reject all Offers with or without explanation, as well as cancel the purchase at any stage, including after the selection of the Winner.
