A participant in the request for proposals can be any legal entity, regardless of the organizational and legal form, form of ownership, location and place of origin of capital.
Participants must meet the following requirements (competition requirements):
- the participant has permitted types of economic activities for the cultivation, production, slaughter and canning of poultry (chicken) meat;
- the presence of confirmed direct production experience in the specified types of activities for at least three years;
- the presence of its own qualified staff of employees or a reasonable possibility of recruiting the specified staff in a short period to carry out work on the specified types of activities in the Landlord's territory;
- the presence of our own qualified staff of employees who have the necessary permits for the operation and maintenance of complex engineering systems included in the property complex of leased objects for the possibility of accepting these objects into operation immediately after the signing of the contract and the acceptance certificate;
- availability of our own qualified staff of veterinary workers, for the possibility of performing the functions of appropriate control after the lease objects are accepted for operation immediately after the signing of the contract and the acceptance certificate;

Request for proposals is not an auction and is not subject to the requirements of Articles 447–449 of the Civil Code of the Russian Federation. The organizer of the request for proposals is not obliged to choose the winner of the procedure and has the right to complete it by rejecting all received applications. However, the choice of the winner of the procedure by the Organizer of the request for proposals is the acceptance of the offer of the participant recognized as the winner, as a result of which, in accordance with the rules of Chapter 28 of the Civil Code of the Russian Federation, the customer and the winner of the request for proposals have mutual rights and obligations to execute the contract that is the subject of this request.
