Requirements to the bidders:
а) должен обладать гражданской правоспособностью в полном объеме для заключения и исполнения Договора
б) не должен находиться в процессе ликвидации, должно отсутствовать вступившее в законную силу решение арбитражного суда о признании Участника банкротом и об открытии конкурсного производства, на имущество Участника не должен быть наложен арест, экономическая деятельность Участника не должна быть приостановлена
г) должен иметь соответствующие разрешающие документы на выполнение видов деятельности в рамках Договора
д) обладать необходимыми профессиональными знаниями и репутацией, иметь ресурсные возможности:
должен обладать опытом оказания аналогичных услуг (желательно наличие за последние 5 лет не менее 1 завершенного аналогичного договора по оказываемым услугам, (в т.ч. объемам услуг и общей сумме договора). Под термином аналогичного договора понимается договор, идентичный предмету и сопоставимый с объемом и суммой работ/услуг договора по данной закупочной процедуре.
е) Дополнительные требования к Участникам, наличию документов, подтверждающих их соответствие требованиям Технического задания, изложены в Приложении №1 (Техническом задании).

Tender bids:
Заявка действительна в течение срока, указанного Участником конкурса в письме о подаче оферты. В любом случае этот срок не должен быть менее 90 календарных дней со дня, следующего за днем проведения процедуры вскрытия поступивших на Конкурс конвертов с Заявками
Все документы, входящие в Заявку, должны быть подготовлены на русском языке за исключением нижеследующего.
Документы, оригиналы которых выданы Участнику третьими лицами на ином языке, могут быть представлены на языке оригинала при условии, что к ним приложен перевод этих документов на русский язык (в специально оговоренных случаях - апостилированный). При выявлении расхождений между русским переводом и оригиналом документа на ином языке Заказчик будет принимать решение на основании перевода
Все суммы денежных средств в документах, входящих в Конкурсную заявку, должны быть выражены в рублях РФ
Цена Заявки фиксируется в рублях РФ и не подлежит изменению при изменении официального курса валюты
Contract award criteria:
within the framework of the evaluation stage, the Competition Commission evaluates and compares the tender bids and conducts their preliminary ranking according to the degree of preference for the customer in accordance with the approved rules of the Competition Commission on the basis of Criteria specified in the "Evaluation stage" section of the tender documentation. The Competition Commission at its meeting determines the winner of the contest as a participant, the tender application of which took the first place in the ranking of bids, by the degree of preference for the customer.
Contract conclusion date:
Agreement on the results of the competition between the customer and the contractor will be concluded not earlier than 10 (ten) days and not later than 20 (twenty) days from the date of placement in a unified information system in the procurement of goods, works, services to ensure State and municipal needs of the final protocol, drawn up according to the results of competitive procurement. In case of necessity of approval by the control body of the customer, in accordance with the legislation of the Russian Federation, conclusion of the contract or in case of appeal to the antimonopoly body or in the court procedure of Actions (inactions) of the customer/ Organizer, purchasing commission, operator of the electronic platform, the contract must be concluded within the time limits established by the legislation.
