Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Payment terms:
the final payment for the Services rendered, with a delay of 30 (thirty) calendar days from the date of signing by the Parties of the act of delivery and acceptance of the services rendered, subject to the submission by the Contractor of the following documents:
a) invoices;
b) the act of delivery and acceptance of the services provided, signed by the Parties;
c) invoices.
In case of conclusion of an agreement with the SMSP, p.3.1. it is stated in the following wording: the final payment for the Services rendered is made within 7 working days from the date of signing by the Customer of the act of delivery and acceptance of services signed and sent by the Contractor on the basis of the invoice issued by the Contractor, by transferring funds to the Contractor's current account or by other methods agreed by the parties that do not contradict the legislation of the Russian Federation. The invoice is issued by the Contractor on time and in accordance with the requirements of the Tax Code of the Russian Federation.
Settlements under the Contract are made by transferring funds to the Contractor's settlement account specified in the Contract, and may also have a different form of settlement that does not contradict the legislation of the Russian Federation.

2. The obligations of the Bidders of the request for proposals related to the submission of proposals are secured by a penalty in the amount of 2% of the initial (maximum) contract price (including taxes).
3. The organizer of the request for proposals has the right to conduct a price regulation procedure.
4. The winner of the request for proposals will be the Bidder who has proposed in aggregate the best technical and economic conditions in accordance with this Bid Notice.
5. The contract based on the results of the OPP is concluded no earlier than ten days and no later than twenty days from the date of posting in the EIS of the final protocol drawn up based on the results of the OPP.
6. If necessary, the Customer has the right to extend the deadline for accepting Offers set out in the Bid Notice on the request for proposals with the notification of all Bidders
