The form and all the terms of the draft contract (Part 3 "Draft contract" of Volume 1 of the procurement documentation) are mandatory. Counter proposals of participants on the draft contract are not allowed.

ZATO Sarov is a closed administrative-territorial entity of the Rosatom system, the legal status of which is established by the Federal Law of July 14, 1992 No. 3297-1 "On Closed Administrative-Territorial Entity".
Decree of the Government of the Russian Federation of June 11, 1996 No. 693 approved the Regulation on ensuring a special regime in a closed administrative-territorial formation on whose territory the facilities of the Ministry of the Russian Federation for Atomic Energy are located.
On the territory of ZATO Sarov, a special regime for the safe functioning of enterprises (organizations) has been established, which provides for restrictions on the entry of citizens into its territory.
To enter ZATO Sarov, a pass is required. The contractor is independently obligated to timely draw up documents for entry into the city in accordance with the established rules. The period for processing passes can take up to 4 months. At the same time, the deadlines for the performance of work under the contract are not shifted by the deadline for obtaining an entry permit.

Обоснование: В связи с тем, что после окончания срока подачи заявок на участие в запросе предложений не поступило ни одной заявки, в соответствии с подпунктом б) пункта 1.1 части 1 статьи 6.4 ЕОСЗ ГК Росатом, открытый запрос предложений на право заключения договора на оказание услуг предоставления плавательного бассейна для проведения физкультурно-оздоровительных мероприятий признан несостоявшимся.
