Requirements to the bidders:
Any legal entity or individual entrepreneur can participate in the competition. Contestants who have offered the best conditions for the execution of the Agreement and meet the following requirements can pretend to win the competition:

c) non-suspension of the activities of the Bidder in the manner prescribed by the Code of Administrative Offenses of the Russian Federation on the day of submission of the Bid;
d) submission of information provided for in clause 5.1.4 of the Tender Documentation;
e) the Bidder has no arrears in taxes, fees, arrears of other obligatory payments to the budgets of the budgetary system of the Russian Federation (except for the amounts for which a deferral, installment plan, investment tax credit is granted in accordance with the legislation of the Russian Federation on taxes and fees, which restructured in accordance with the legislation of the Russian Federation, according to which there is a court decision that has entered into legal force recognizing the applicant's obligation to pay these amounts fulfilled or which are recognized as hopeless to be collected in accordance with the legislation of the Russian Federation on taxes and fees) for the past calendar year, the amount of which exceeds 25% (twenty five percent) of the book value of the Bidder's assets, according to the accounting statements for the last reporting period. A tender participant is considered to be in compliance with the established requirement if, in accordance with the established procedure, he has submitted an application for appeal against the specified arrears, arrears, and a decision on such an application has not been made as of the date of consideration of the application for participation in determining the supplier (contractor, performer);
f) absence in the register of unscrupulous suppliers (contractors, executors) of information about the Bidder, including information about the founders, members of the collegial executive body, the person acting as the sole executive body of the Bidder - a legal entity;
g) the Participant of the Competition - an individual or the head, members of the collegial executive body or the chief accountant of a legal entity - the Participant of the Competition has no convictions for crimes in the field of economy (except for persons whose convictions have been canceled or canceled), as well as non-use in relation to of these individuals, punishment in the form of deprivation of the right to hold certain positions or engage in certain activities that are associated with the supply of goods, performance of work, provision of services, which are the object of the procurement, and administrative punishment in the form of disqualification.

Contract award criteria:
The Bidder, whose Bid (final proposal) complies with the requirements established by this Bidding Documentation, and whose Bid (final bid), based on the results of the comparison of Bids (final bids) on the basis of the evaluation criteria specified in the Bidding Documentation, contains the best conditions for the execution of the Agreement.
Contract conclusion date:
The contract based on the results of the tender between the Customer and the Winner of the tender shall be concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of posting in the unified information system of the final protocol drawn up based on the results of the tender.
The contract is concluded in writing by drawing up one document signed by the parties.

Сроки выполнения Работ по Договору:
- дата начала выполнения Работ: дата заключения Сторонами Договора;
- дата окончания выполнения Работ - «31» декабря 2021 года (включительно).
Срок выполнения Работ по каждой Заявке Заказчика – не позднее 30 (Тридцати) календарных дней с даты заключения Сторонами соответствующего Дополнительного соглашения к Договору.
(Участник конкурса вправе предложить иной, более короткий срок выполнения Работ по каждой Заявке Заказчика, но не менее 7 (Семи) календарных дней)
