Requirements to the bidders:
A tender may be any legal entity or an individual entrepreneur. The Participants of the competition who have proposed the best conditions for the execution of the Agreement and who meet the following requirements may claim victory in the competition:
a) compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation to persons performing the obligations that are the subject of the Agreement;
b) failure to liquidate the Participant of the Competition - a legal entity and the absence of a decision of the arbitration court to declare the Participant of the Competition - a legal entity, an individual entrepreneur bankrupt and to open a bankruptcy proceeding;
c) non-suspension of the activities of the Participant of the tender in the manner prescribed by the Code of Administrative Offenses of the Russian Federation on the day of the submission of the Bid Application;
d) submission of information provided for in clause 5.1.4 of the Competitive documentation;
e) the Participant’s lack of tax arrears on taxes, fees, debts on other obligatory payments to the budgets of the budget system of the Russian Federation (except for the amounts for which deferment, installment payments have been granted, an investment tax credit in accordance with the legislation of the Russian Federation on taxes and fees, which restructured in accordance with the legislation of the Russian Federation, for which there is a valid court decision recognizing the applicant's obligation to pay these sums executed oh and that deemed to be uncollectible in accordance with the legislation of the Russian Federation on taxes and fees) for the previous calendar year, which exceeds 25% (twenty five percent) of the book value of the Bidder's assets, according to the financial statements for the last reporting period. f) the absence in the register of unscrupulous suppliers (contractors, performers) of information about the Bidder, including information about the founders, members of the collegial executive body, the person acting as the sole executive body of the Bidder - a legal entity;
g) the absence of the Participant of the contest - an individual or the head, members of the collegial executive body or the chief accountant of the legal entity - Participant of the contest; these individuals punishment in the form of deprivation of the right to occupy certain positions or engage in certain activities that are associated with the supply of goods, performance of work, provision of services, I being subject to ongoing procurement, and an administrative penalty of disqualification;
h) the Participant of the Competition for the last 3 (Three) years of experience in performing similar Works, the cost of which is not less than 50% (Fifty percent) of the initial (maximum) price of the Contract concluded as a result of the competition.
