Requirements to the bidders:

- compliance of the Participant's level of responsibility for the compensation fund for contractual obligations with the price of the Contract proposed by the Participant in the application for participation in the procurement.
b) failure to liquidate the Bidder - legal entity and the absence of a decision of the arbitral tribunal to declare the Bidder - legal entity, individual entrepreneur bankrupt and to open bankruptcy proceedings;
c) non-suspension of the activities of the Bidder in the manner prescribed by the Code of the Russian Federation on Administrative Offenses, on the day of submission of the Bid;
d) submission of the information provided for in clause 5.1.4 of the tender documentation;
e) the Participant does not have arrears in taxes, fees, debts on other obligatory payments to the budgets of the budget system of the Russian Federation (except for the amounts for which deferral, installment plan, investment tax credit is provided in accordance with the legislation of the Russian Federation on taxes and fees, which restructured in accordance with the legislation of the Russian Federation, according to which there is a court decision that has entered into legal force on the recognition of the applicant's obligation to pay these amounts oh and that deemed to be uncollectible in accordance with the legislation of the Russian Federation on taxes and fees) for the previous calendar year, which exceeds 25% (twenty five percent) of the book value of the Bidder's assets, according to the financial statements for the last reporting period. g) the absence of the Participant of the competition - an individual or the head, members of the collegial executive body or chief accountant of a legal entity - the Participant of the criminal record for crimes in the economic sphere (except for persons for whom such a criminal record has been canceled or withdrawn), as well as non-use in relation to the specified individuals punishment in the form of deprivation of the right to occupy certain positions or engage in certain activities that are related to the supply of goods, performance of work, provision of services, which is their object of ongoing procurement, and administrative punishment in the form of disqualification.
h) the Participant in the Competition for the last 5 (Five) years of experience in the implementation of similar agreements, the total cost of which is not less than 50% (Fifty percent) of the initial (maximum) price of the Agreement concluded according to the results of the competition.
