Requirements to the bidders:
A tender participant can be any legal entity or individual entrepreneur. A winner will be selected from the Bidders offering the best contract performance conditions and complying with the following requirements:
a) the compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation to persons performing obligations that are the subject of the Agreement, including:
- Membership of the Contest Participant in a self-regulatory organization in the field of architectural and construction design;
- the Bidder has the right to prepare project documentation for contracts concluded using competitive methods for concluding contracts;
- correspondence of the level of responsibility of the Tenderer for the compensation fund for damages to the price of the Contract proposed by the Tender in the application for participation in the procurement;
- correspondence of the level of responsibility of the Tenderer for the compensation fund for contractual obligations to the price of the Contract proposed by the Tender in the application for participation in the procurement;
b) Bidder's not being winded-up and not being adjudged a bankrupt and no court-ordered bankruptcy proceedings started;
c) non-suspension of the Bidder's business activities in accordance with the procedure specified in Administrative Offences Code of the Russian Federation, as of the bid submission date;
d) presentation of the information provided for in clause 5.1.4 of the tender documentation;
e) absence of arrears of taxes and other mandatory payments payable to any authority of the Russian budget system (except for the payments for which deferral, payment by installments or investments tax credit granted according to the Russian tax legislation and which are restructured under the Russian legislation, or for which there is an effective court decision recognizing the applicant's payment obligations fulfilled or the sums in question non-recoverable according to the Russian tax legislation) over the past calendar year, of which the amount exceeds twenty five per cent of the book value of the bidder's assets as stated in the accounting statements over the last reporting period. A Bidder shall be deemed complying with this requirement also in case a bidder has duly appealed against the said arrears and decision on such appeal has not been made yet as of bids examination date;
f) the absence of the Participant of the tender - an individual or from the head, members of the collegial executive body or chief accountant of a legal entity - the Participant of the criminal record for crimes in the economic sphere (except for persons for whom the criminal record has been canceled or withdrawn), as well as non-application in relation to the specified individuals punishment in the form of deprivation of the right to occupy certain positions or engage in certain activities that are related to the supply of goods, performance of work, provision of services, which is their object of ongoing procurement, and administrative punishment in the form of disqualification;
g) the absence in the registers of unscrupulous suppliers (contractors, performers) of information about the Bidder, including information about the founders, about the members of the collegial executive body, the person acting as the sole executive body of the Bidder - legal entity.

Contract award criteria:
A bidder whose Tender (final offer) meets the requirements established by this Tender Documentation, and whose Tender (final offer) which, based on a comparison of Tenders (final bids) based on the evaluation criteria specified in the Tender documentation, contains the best conditions for the execution of the Agreement
Contract conclusion date:
An agreement on the results of the competition between the Customer and the Winner of the competition is concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of placement in the unified information system of the final protocol drawn up according to the results of the competition.
The contract shall be concluded in writing by executing a sinlge document signed by the parties.
