Requirements to the bidders:
Any legal entity or individual entrepreneur can participate in the competition. Contestants who have offered the best conditions for the execution of the Agreement and meet the following requirements can pretend to win the competition:
a) compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation for persons performing the fulfillment of the obligations that are the subject of the Agreement, including:
- membership of the Competitor in a self-regulatory organization in the field of architectural and construction design;
- the Bidder has the right to prepare project documentation for contracts concluded using competitive methods of concluding contracts;
- compliance of the level of responsibility of the Bidder on the compensation fund for compensation for damage to the price of the Agreement proposed by the Bidder in the application for participation in the procurement;
- compliance of the level of responsibility of the Bidder on the compensation fund for securing contractual obligations to the price of the Agreement proposed by the Bidder in the application for participation in the procurement;
b) failure to liquidate the Participant of the tender - a legal entity and the absence of a decision of the arbitration court on declaring the Participant in the tender - a legal entity, an individual entrepreneur - bankrupt and on the opening of bankruptcy proceedings;
c) non-suspension of the activities of the Bidder in the manner prescribed by the Code of Administrative Offenses of the Russian Federation on the day of submission of the Bid;
d) submission of information provided for in clause 5.1.4 of the Tender Documentation;
e) the Bidder has no arrears in taxes, fees, arrears of other obligatory payments to the budgets of the budgetary system of the Russian Federation (except for the amounts for which a deferral, installment plan, investment tax credit is granted in accordance with the legislation of the Russian Federation on taxes and fees, which restructured in accordance with the legislation of the Russian Federation, according to which there is a court decision that has entered into legal force recognizing the applicant's obligation to pay these amounts fulfilled or which are recognized as hopeless to be collected in accordance with the legislation of the Russian Federation on taxes and fees) for the past calendar year, the amount of which exceeds 25% (twenty five percent) of the book value of the Bidder's assets, according to the accounting statements for the last reporting period. A tender participant is considered to be in compliance with the established requirement if, in accordance with the established procedure, he has submitted an application for appeal against the specified arrears, arrears and a decision on such an application has not been made as of the date of consideration of the application for participation in determining the supplier (contractor, performer);
f) the lack of information about the Bidder in the register of unscrupulous suppliers provided for by Article 5 of Federal Law No. 223-FZ dated July 18, 2011 "On the procurement of goods, works, services by certain types of legal entities" and (or) in the register of unscrupulous suppliers provided for by the Federal Law dated 05.04.2013 No. 44-FZ "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs" ;;
g) the Participant of the Competition - an individual or the head, members of the collegial executive body or the chief accountant of a legal entity - the Participant of the Competition has no previous convictions for economic crimes and (or) crimes provided for in Articles 289, 290, 291, 291.1 of the Criminal Code of the Russian Federation (with the exception of persons whose criminal record has been canceled or canceled), as well as the non-application of punishment to these individuals in the form of deprivation of the right to hold certain positions or engage in certain activities that are related to the supply of goods, performance of work, provision of services that are the subject of the carried out procurement, and administrative punishment in the form of disqualification;
h) the absence of facts of bringing within 2 (two) years prior to the filing of the application of the Participant of the tender - a legal entity - to administrative responsibility for committing an administrative offense provided for in Article 19.28 of the Code of Administrative Offenses of the Russian Federation.

Contract award criteria:

Contract conclusion date:
The contract based on the results of the tender between the Customer and the Winner of the tender shall be concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of posting in the unified information system of the final protocol drawn up based on the results of the tender.
