Requirements to the bidders:
A participant may be any legal entity or individual entrepreneur. Applicants who have offered the best conditions for the execution of the Agreement and meet the following requirements may apply for victory in the competition:
a) Compliance of the Participant with the requirements established in accordance with the legislation of the Russian Federation to persons performing the performance of obligations that are the subject of the Contract;
b) the failure to liquidate the Participant — a legal entity and the absence of a decision by the arbitral tribunal on recognition of the Participant — a legal entity, an individual entrepreneur bankrupt and the opening of competitive proceedings; $
c) non-suspension of the Participant's activities in accordance with the procedure provided for by the Code of Administrative Offences of the Russian Federation on the day of submission of the Contest application;
d) submission of the information provided for in paragraph 5.1.4 of the Contest documentation;
e) the Participant has no arrears in taxes, fees, debts on other mandatory payments to the budgets of the budget system of the Russian Federation (except for the amounts for which the Deferral, installments, investment tax credit in accordance with the legislation of the Russian Federation on taxes and fees, which are restructured in accordance with the legislation of the Russian Federation Federations for which there is a valid court decision recognizing the applicant's obligation to pay these amounts executed or which are found to be uncollectible in accordance with the the legislation of the Russian Federation on taxes and fees) for the past calendar year, the amount of which exceeds 25% (Twenty-five percent) of the carrying value of the Participant's assets, according to the financial statements for the last reporting period. The participant of the competition is considered to comply with the established requirement in case he has submitted an application for appeal of the mentioned arrears, debts and a decision on such arrears in accordance with the established procedure. application on the date of consideration of the application for participation in the determination of the supplier (contractor, performer) is not accepted;
f) absence in the register of unscrupulous suppliers (contractors, performers) of information about the Contest Participant, including information about founders, members of the collegial executive body, a person performing the functions of the sole executive body of the Contest Participant — a legal entity;
g) absence of the Participant — an individual or the head, members of the collegial executive body or the chief accountant of the legal entity — the Participant of the competition criminal record for crimes in the sphere of economy (with the exception of persons whose criminal record has been extinguished or withdrawn), as well as failure to apply to these individuals the penalty of deprivation of the right to occupy $ certain posts or activities related to the supply of goods, the performance of work, the provision of services subject to procurement and administrative $ punishment of disqualification; $
h) the Participant has the experience of performing similar Works for the last 3 (Three) years, the cost of which is not less than 30% (Thirty percent) of the initial (maximum) price of the Contract, concluded on the basis of the results of the competition.

Contract award criteria:
Participant whose Competition Application (final offer) meets the requirements set forth in this Contest Documentation and the Competition Application (final offer) which according to the results of comparison of Competition bids (final offers) on the basis of criteria specified in the Contest documentation evaluation contains the best conditions of performance of the Contract.
Contract conclusion date:
The contract between the Customer and the Winner of the Contest shall be concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of placement in a single information system of the final protocol drawn up on the results of the competition.
The contract shall be concluded in writing by drawing up one document signed by the parties.
