Requirements to the bidders:
Any legal entity or individual entrepreneur can be a participant of the competition. A winner will be selected from the Bidders offering the best contract performance conditions and complying with the following requirements:
a) Compliance of the Participant with the requirements established in accordance with the legislation of the Russian Federation to the persons performing the obligations that are the subject of the Contract, including including the existence of a license of the Federal Service for Technical and Export Control (FSTEC of Russia) for the technical protection of confidential information (which does not contain information constituting the state secret, but protected in accordance with the legislation of the Russian Federation), issued in accordance with the Resolution of the Government of the Russian Federation dated 03.02.2012 № 79 “On licensing of activities on technical protection of confidential information”, for the following type of work:
- installation, installation, adjustment, testing, repair of information security (software and hardware) means of information protection, protected software (software and hardware) means of processing information, software (software and technical) means of controlling the effectiveness of information protection);
b) Bidder's not being winded-up and not being adjudged a bankrupt and no court-ordered bankruptcy proceedings started;
c) non-suspension of the Bidder's business activities in accordance with the procedure specified in Administrative Offences Code of the Russian Federation, as of the bid submission date;
d) submission of the information provided for in paragraph 5.1.4 of the Contest documentation;
e) absence of arrears of taxes and other mandatory payments payable to any authority of the Russian budget system (except for the payments for which deferral, payment by installments or investments tax credit granted according to the Russian tax legislation and which are restructured under the Russian legislation, or for which there is an effective court decision recognizing the applicant's payment obligations fulfilled or the sums in question non-recoverable according to the Russian tax legislation) over the past calendar year, of which the amount exceeds twenty five per cent of the book value of the bidder's assets as stated in the accounting statements over the last reporting period. A Bidder shall be deemed complying with this requirement also in case a bidder has duly appealed against the said arrears and decision on such appeal has not been made yet as of bids examination date;
f) absence in the register of unscrupulous suppliers (contractors, performers) of information about the Contest Participant, including information about founders, members of the collegial executive body, a person performing the functions of the sole executive body of the Contest Participant — a legal entity;
g) absence of the Participant — an individual or the head, members of the collegial executive body or the chief accountant of the legal entity — the Participant of the competition criminal record for crimes in the sphere of economy (with the exception of persons whose criminal record has been extinguished or withdrawn), as well as failure to apply to these individuals the penalty of deprivation of the right to occupy $ certain posts or activities related to the supply of goods, the performance of work, the provision of services subject to procurement and administrative $ punishment in the form of disqualification.$

Contract award criteria:
The participant of the competition whose bid (final offer) meets the requirements established by this Contest documentation and the bid (final offer) which according to the results of comparison of Competition bids (final offers) on the basis of criteria specified in the Contest documentation evaluation contains the best conditions of performance of the Contract.
Contract conclusion date:
The contract on the results of the competition between the Customer and the Winner of the competition shall be concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of placement in the unified information the system of the final protocol drawn up on the results of the competition.
The contract shall be concluded in writing by executing a sinlge document signed by the parties.

Начальная (максимальная) цена Договора, заключаемого по результатам конкурса без учета НДС составляет 31 026 000 (Тридцать один миллион двадцать шесть тысяч) рублей 00 копеек, из них предельный размер вознаграждения за предоставление права использования Программ для ЭВМ составляет 26 156 000 (Двадцать шесть миллионов сто пятьдесят шесть тысяч) рублей 00 копеек (НДС не облагается на основании подп. 26 п. 2 ст. 149 Налогового кодекса Российской Федерации), с учетом НДС составляет 32 000 000 (Тридцать два миллиона) рублей 00 копеек.
Сроки исполнения обязательств по Договору:
- дата начала исполнения обязательств – дата заключения Сторонами Договора;
- дата окончания исполнения обязательств – 20.12.2019.
Сроки выполнения Работ:
– дата начала выполнения Работ – дата заключения Сторонами Договора;
– дата окончания выполнения Работ – «20» декабря 2019 года.
Срок предоставления права использования Программ для ЭВМ – не позднее 10 (Десяти) календарных дней с даты заключения Сторонами Договора.
(Участник конкурса вправе предложить иной, более короткий срок предоставления права использования Программ для ЭВМ по Договору)
